Gregory I, a former prefect of Rome, became the city's effective civil ruler, organising grain supplies from the papal estates, ransoming captives and negotiating peace with the Lombards when Byzantine authority failed. His management of the vast 'Patrimony of Saint Peter' laid the economic foundation of the later Papal States, and he sent Augustine's mission to the English.
