Location: Castries, Saint Lucia
Themes: main-event

After five years of United Workers Party government, Saint Lucia was suffering from the aftermath of the global financial crisis, high unemployment, especially among young people, rising violent crime and the cost of recovering from Hurricane Tomas. Kenny Anthony, who had remained Labour leader in opposition, promised job creation and economic stimulus. At the general election of 28 November 2011 the SLP won 11 of the 17 seats against six for the UWP of Prime Minister Stephenson King. Anthony was sworn in as prime minister two days later, returning to the office he had held from 1997 to 2006. The result continued the pattern, established in 2006, of governments lasting only a single term. Anthony's second government introduced value added tax in 2012, launched a National Initiative to Create Employment and pursued fiscal consolidation as public debt rose. It also confronted the legacy of police killings during the previous administration, publishing a damning regional report in 2015, and created the island's Citizenship by Investment programme. Weak growth and unemployment, however, cost it support, and it was defeated by Allen Chastanet's UWP in June 2016. At this point in the timeline (28 November 2011), the Queen of Saint Lucia was Elizabeth II (22 February 1979 – 8 September 2022); the Governor-General of Saint Lucia was Dame Pearlette Louisy (17 September 1997 – 31 December 2017). Government: the Prime Minister of Saint Lucia was Stephenson King (9 September 2007 – 30 November 2011).

## Why it matters
