Johann (Jean) Birnbaum, a jurist from the Palatinate and later president of the Court of Appeal at Zweibrücken, was named the first prefect of the Département des Forêts on 2 March 1800, under the Consulate's law of 28 pluviôse year VIII (17 February 1800) that placed an appointed prefect at the head of every French department. He served only a few months; before then the department, created in October 1795 from most of the Duchy of Luxembourg, had been run by elected central administrations and government commissioners.
