Umar was mbang (king) of Bagirmi, the sultanate south-east of Lake Chad with its capital at Massenya, from 1608 to 1625 according to the list of rulers. For much of this period Bagirmi was a tributary of the Bornu Empire. Reign dates follow the Wikipedia list of rulers of Bagirmi, which is unreferenced.
